James C. Sheehan is a lifelong Rhode Islander, former 20-year State Senator with a proven record of leadership, reform, and results.
 

Born in Warwick in 1966 and raised in North Kingstown, Jim developed an early appreciation for public service and civic engagement. After graduating from college, he spent a year interning in Washington, D.C., and Germany, gaining firsthand experience in government and international affairs. Following several years in the private sector in the Boston area, Jim returned home to Rhode Island to pursue a career in public education.
 

In 2000, Jim was elected to the Rhode Island Senate, where he served for twenty years representing North Kingstown and Narragansett. Throughout his legislative career, he earned a reputation as an independent-minded leader committed to transparency, accountability, economic opportunity, and environmental stewardship.
 

Among his most notable accomplishments, Jim successfully led the effort to restore ethics oversight of the General Assembly, authored a major update to Rhode Island's Access to Public Records Act, and sponsored legislation to strengthen election integrity and public confidence in the electoral process. He also authored laws increasing transparency and accountability for Rhode Island's quasi-public agencies and championed eminent domain reforms to better protect private property rights.
 

Jim has a long record of building coalitions and delivering results. He organized and led the successful statewide effort to defeat the proposed mega-container port at Quonset, which many believed would have fundamentally altered the character of North Kingstown. He also helped lead the successful opposition to the proposed Harrah's casino project. These victories demonstrated his ability to bring together citizens, local officials, businesses, and policymakers to achieve a common goal.
 

A strong advocate for economic development, Jim sponsored the Qualified Jobs Incentive Tax Credit program, supported workforce training initiatives through Real Jobs Rhode Island, and won passage of Rhode Island's Concurrent Permitting Law to reduce unnecessary delays and encourage responsible business growth. His efforts earned him recognition as a Friend of Small Business from the National Federation of Independent Business.
 

Jim has also been a leading voice for environmental protection. He co-sponsored Rhode Island's landmark Clean Water Law, supported major investments in clean water and green energy initiatives, sponsored legislation protecting open space and conservation lands, and led efforts to stop development projects that threatened the character and environmental resources of local communities. In recognition of these efforts, he was named Conservation Legislator of the Year.
 

Throughout his career, Jim has advocated for affordable healthcare, quality public education, workforce development, public safety, government reform, and individual rights. He supported common-sense gun safety measures, including background checks and Red Flag laws, supported Rhode Island's marriage equality law, backed legislation promoting equal pay for women, and voted to codify the protections of Roe v. Wade into Rhode Island law. Jim has long believed that all Rhode Islanders deserve equal treatment under the law and the freedom to make personal decisions without unnecessary government interference. 
 

Jim has also led by example, repeatedly declining legislative pay raises, state health insurance benefits, and legislative buy-back grants during difficult economic times.
 

Today, Jim continues his public service as a member of the North Kingstown Charter Review Commission. Previously, he served as an interim member of the North Kingstown School Committee, where he helped secure voter approval of a new school bond and established a Budget and Finance Subcommittee. He remains actively engaged in protecting the quality of life of North Kingstown and Exeter residents, including leading efforts to oppose the proposed Quonset sewage sludge processing facility.
 

Jim believes that public service is about solving problems, bringing people together, and delivering results. His record reflects a commitment to principled leadership, responsive constituent service, and finding common-ground solutions that move Rhode Island forward.
